David R. Hawkins, M.D. Ph.D. wrote about Power vs. Force in December 2001:

All human endeavor has the common goal of understanding or influencing human experience. It is based on over 250,000 Kinesiologic calibrations spanning a 20 year study conducted by the Institute of Advanced Spiritual Research that have defined a range of values corresponding to well-recognized attitudes and emotions, (localized by specific attractor energy fields, much as electromagnetic fields gather iron filings). With an arbitrary scale of 1-1,000 and the -Map of Consciousness format, Dr. David R. Hawkins displays the classification of these energy fields to make them easily comprehensible. You will have to buy the book instead.
